85 Evinrude 140 Idle adjustment

Hi guys. Got a bit of a problem with my old 140 looper (330 total hours). I'm having an issue with it idleing in water. Put the boat in for the 1st time since I've owned it and had trouble straight away. Over the past 11 months I've replaced all coils, wires, plugs and power pack. I've also rebuilt the carbs. Engine runs great on the hose. Itll idle at about 12-1400 rpm on muffs. In the water it drops to about 400-500 and won't idle consistently. Itll run for a moment and stall on its own. As soon as I bump it into gear itll quit. If I give it enough throttle itll power through and accelerate. I have performed the "link and sync" as per the service manual. Compression test shows 140psi on all 4 cylinders. I Tried the boat again today, same thing. Outside the harbor I adjusted the idle screw (in gear) I turned it out almost a half inch, maybe more with no change in idle speed. If my idle does not change what might be the faulty part? If I understand this properly, the "idle adjust" only advances the timing via the "trigger". Thank you in advance for any help anyone might provide.
