85 65hp Johnson will not run WOT

I changed the fuel pump, got rid of the VRO, replaced all the fuel lines, and the reed valves.Am I missing something? The repair manual mentions something about a speed limiting system, but it doesn't elaborate. I there any way to bypass this?

Yes. Both spark and compression good. Just checked it will run WOT in neutral.

Running a motor wide open in nuetral proves nothing as it does " no work "---------------also will damage the motor.------Will spark jump a gap of 7/16" or better ???

I appreciate the attempt, but I got tired of messing with it, so I just returned from dropping it off at a shop. When I get it back I,ll post what the problem was. Thanks anyway.

Why did you get rid of the VRO? I ask this as I have a VRO Johnson and it seems to run fine.
