Need help, Engine not running right.

when on the water engine has low power, at full throttle runs like like at 1/4 throttle. While on the water take engine cover off, engine runs normal.

Im am thinking it may be a carb issue.
any help will be greatly appreciated.

Perhaps spark is jumping from plug boots to the metal brackets on the cowling.----Replace wires / boots and secure them out of the way.----They often interfere when putting the cowling on.
 
Post the compression numbers first.----Does spark jump a gap of 7/16" or more on all leads , yes or no ?----Any more history on the motor ?----When did it run fine for you ?
 
Compression 125,130,135,135

been to marine services shop and they replaced power pack, 1 coil on left bank wires and plugs. Also replaced thermostats.

I am new to the marine world, first outboard.

I am familiar with 2 strokes and automotive engines.
I have many top end/lower end rebuilds along with automotive rebuilds.

I do not have the knowledge of marine outboards.

I purchased a manual though this site. I have been reading up on this outboard to gain the information needed to do my own repairs. I don’t want to pay a service shop $125 an hour.
 
I purchased the boat in the fall.
The person said it ran fine all of last summer.
I have had it on the lake Friday-Sunday. As long as I had the engine cover off it ran fine. Put the engine cover on lost power.

Took to the marine service shop in late April they said it ran good when I had them check if there was any issues with boat and motor before I took it to the lake. They put power pack, coil, wires, plugs and thermostat. They did not run it on the lake.
 
Perhaps you bought a problem motor.----More trouble shooting is required.----Perhaps check air intake at the back of the cover for blockage.
