'84 Johnson 9.9 Recoil

Got it all put together and it runs great. The problem is the recoil. I made it nice and tight on the spring and I believe it is put together correctly but I pull to start it and the cord often stays out about 3 ft. Gentle pulling seldom makes it retract. I had to remove the cover and gently help it retract. The little cut out on the cup where the outside bulge in the spring sits is a bit damaged and that is the only thing I see wrong with the assembly. Would it be as simple as just replacing the original spring? A thinner cord? It seems like there is plenty of retraction power but it gets stuck in the out position.
 
You must be kidding --20 times----Is there no shop near you that will help you ?---Your location ?----The washer sits on the bottom plate and the shoulder bolt goes through it.----Put it in place with some grease to hold it for assembly.

20 times (an exaggeration) to get at the carb and various other things including the recoil several times. And no, I am not taking it to a local shop until I reach a point where I can't fix it and can't get the answer/suggestions on this forum...which is awesome. Learning, amigo with you guys' help
