84 johnson 115 exhaust cover leaking

If the exhaust cover is leaking on this engine could it prevent a cylinder from getting fuel.

No not at all.---This is the exhaust cover at the back of the motor and a leak there could allow exhaust to get back into the engine carburetor intakes.
