84 Evinrude E60ELCRE low compression in lower cylinder

I have 150 lbs of compression in upper cylinder, and only about 70 in lower cylinder. Is there something other than a bad cylinder that could be the cause, what should I look for first? Never lost water flow.

Pull the cylinder head off.-----If you are lucky it is a blown head gasket.----Very common for those high revving motors to break piston rings.----That would be an expensive repair if you need to hire a shop for that work.
