83 700 outboard fuel problem and prop question

Have a 83 700 thunderbolt 70 hp engine runs great at idle and slow speed
when at full throttle it runs only at 8 to 10 mph then bogs down at full throttle and
seems to floods out then i have to wait awhile then it starts up and
runs like before
Any help

You might have too much prop pitch for the application.
