83 15hp, box o parts for 60 bucks rebuild or part out??

i picked up a box of parts for 60.00. motor is pretty trashed from the outside. lu is apart and i have no idea how to put it back together... powerhead is off, most of the plates are off as well. motor is a 15hp, but the guy pulled a fast one, and i think the carb is off a 9.9.
most pieces are there, the cylinder wall still have cross hatch marks, no visible signs of damage. head, water plates have been cleaned. im missing carb linkage, air silencer, kill switch.
is it worth tracking down the missing parts and get it running?
can i install the flywheel/ignition/coils from the 83 on a 74 15hp?
 
the head/cylinder walls look pretty good. but its the housing, and lower unit that needs to be repainted. as for painting, hard to find the original paint and its going to take alot of rattle cans.
im leaning towards using this as a donor. i know its bad but... guy i bought it from claims it had 130 psi in both holes. the bore does look good.
