82 Merc 40hp Carb issues

Just inherited a '86 Alumacraft with a '82 Mercury 40 that sat up for 8 years. I cleaned the carb, and was able to get it to idle fine and rev, but when I put her in the water today, and went to put it in gear, as soon as I throttled forward, it choked out. There is also fuel leaking steadily out of the front of the carb, I'm pretty sure from the main jet.
Is the float valve not closing?
 
How did you clean it out?

Tore it down, pulled it all apart?

If not, after 8 years of sitting that would be high on the list of things to do.

Probably a minimal rebuild kit would be in order - new gaskets/seals to replace those that may be dried/cracked. If it's flooding might need a new float needle and seat (if present). Fuel pump diaphragm might be dry rotted as well.

Did you service the waterpump? The impeller at minimum should be changed after sitting that long - even in heated storage out of the elements the rubber will rot.
 
Fuel pump diaphragm looked good when I took it apart. Water pump Impeller was destroyed, but it's already been replaced.
Carb was completely torn apart, except for the float valve, which appeared to close. Other than the float assembly, I found no rubber or plastic parts. I will probably be ordering the rebuild kit, and just replace everything.
