'79 Evinrude 9.9 Fuel Issue

My recently repaired 9.9 was nearly given a Viking funeral this weekend. After finally tracking down a cooling issue and a very successful test run a week ago I thought I was in the clear. Not so. We showed up to our fishing tournament and the stupid thing wouldn't run.

I'm pretty sure I have lean fuel issue. The engine would start using the choke and the throttle in start position. If you put it in gear or released the choke it would not idle and if you give it throttle it dies. It's not a blubber, it just would just die like it was out of fuel. I would think possibly timing since it died when giving it throttle, but it didn't even want to stay idling.

I've done some troubleshooting to rule out the usual suspects. Compression is dead even at 90 PSI and I have strong spark on both cylinders. That leads me to think this is a fuel problem. I don't think it's an air leak because it's not giving me a lean, run away idle.

So where to go in the fuel system? One thing I noticed is the fuel hose connector (part# 0393334) does not have a check valve in it. Are these supposed to? When we did the trial run last Saturday I noticed fuel flowed back out of the connector when I disconnected the hose. I didn't recall it doing that before. A new connector is $52.

The inlet screen on the fuel filter was clean. There doesn't seem to be a rebuild kit for the fuel pump. There are a few gaskets replaceable, but not a rebuild kit. The only real option is to buy a new pump for $98.

The final option is to rebuild the carburetor. Kit # 0398453 is $24 and is definitely the cheapest option. I'm just baffled as to why it worked perfect last weekend and wouldn't even run this weekend.

Any suggestions where to start? I have a tournament in 2 weeks where I need it again, so time is not my friend and I can't order parts one at a time as I try to see which one fixes the problem. I could order all three but it's a bit nuts to throw $200 at the problem. HELP!!!!!

No,no,-----------There is a rebuild kit available for these pumps.----------Now you may not find it listed for your model year.----------This pump was listed for many model years and you can find the kit !!--------You may just need a new diaphragm which is listed at about $3.99 for it.
 
Get the carb kit and fuel pump kit and install new fuel lines. Are all the bolts tight for the bypass cover and intake manifold? While running in a barrel spray soapy water on all the gaskets and look for bubbles. Also look for fuel spitting back out the carb that would be the reed valves need addressed. If there is any signs of silicone on any of the gaskets take it apart and either make the gaskets or put in new ones. Use a light coat of permatex aviation gasket maker on both sides and just get the bolts nice and snug, do not over tighten them down those old 1/4 20 bolts snap pretty easy.
