79' evinrude 15hp 15904e Stuck throttle

the engine starts fine, but when you put it in gear and try to give it gas it just idles. it appears that the plastic gears that connect the throttle shaft to the throttle are jammed. another thing i was thinking it might be was that whatever piece locks the throttle when not in drive could be jammed. but im not sure.
