79 35hp still surging

I am still having surging issues at low and mid range rpms. Rebuilt carb, new fuel pump, fuel lines, plugs etc. etc.......I was told that possible the throttle roller cam is not synchronized with the spark advance and I was given instructions on doing that. I may not be doing it correctly and since have lost the instructions so I cant double check myself. Could someone please post those instructions again and in very simple terms. Thanks in advance for any help.

Joe,
I found the original instructions you had sent me and posted them below.

"That sounds like the throttle roller cam is not synchronized with the spark advance, not a air/fuel leakage condition.

Notice the scribe mark on the cam that contacts the throttle roller. That mark should just touch the roller when it it dead center with the roller. This is the point where the throttle butterfly should just start to open, not before or after. So at this point, with the engine NOT running and in neutral , I push the throttle forward and the roller should touch the cam just as it reaches the two marks on the cam. It should not touch the cam until then? If so then I make the adjustment so that this action occurs. At this point, when the roller touches the cam marks, the butterfly should just start to open and continue to open until it reaches its Max. point.? If it does not start to open until after the roller touches the cam then I need to adjust?

Everything below this point I understand.
Now (engine not running), put engine in forward gear. Apply full throttle and make sure that the timer base under the flywheel is absolutely up against the full spark advance stop.

With the above set as it should be, adjust the brass (or steel) collar on the rod that leads from the vertical throttle shaft to the carburetor linkage so that the throttle butterfly is perfectly horizontal (full throttle).

The adjustment point (loosen/tighten) would be the screw on the throttle cam roller.

The throttle butterflies should just start to open when the scribe mark on the cam is dead center with the throttle cam roller.
