78 evinrude 70 throttle, shift cable adjustment

After engine swap, the 70 seems like its revved out when it turns over. I thought it was in neutral but propeller turned some. I only let it run a second. Also if it matters, controls are from a Johnson of similar year. Complete newbie here and dont want to tear something up. Any help or directions to right thread much appreciated.

The propeller turning in neutral on muffs is normal. You probably need to adjust the cable to make sure it is pulling the linkage tight against the screw. You may also need to adjust the idle screw, you want the idle to be about 1100 rpms on muffs.

Can you explain the linkage and 2 cables vs 1? I dont have a tac but im thinking some way to measure output is a good idea.
