78' 6hp Johnson outboard carb question

My buddy asked for help on his carb. It's a 78' 6hp engine. The engine will only run for a few seconds. I don't think it's getting gas. It looks like the float bowl is sticking. We tested to see if when we squeeze the pump, gas comes out of the line right at the carb & it does. I ordered a rebuild kit which includes a new float & needle. I unscrewed the idle needle to clean the orefices and noticed that there are no o-rings/washers. I see them in the carb diagram and rebuild kit. Are there orings behind the brass screw of the idle jet? If so what's the order. Also, what is under the welch plug? Is it a pressed in jet like on my amal carbs? When I spray carb clean into the idle jet hole it comes out 3 holes in the carb body & I think it is clean. Is there any other route I need to clean that i'm missing? I have the carb apart and cleaning it. Thanks for the advice...
