77 70hp needs help again!

Hey there, I’ll make this as short as possible. Boat started a couple of time real good today for me but removed the cowling to advance the idle a hair and once the cowling was off all I’m getting is a solenoid click. I’m getting a solid reading at the solenoid of 12.65v same as the battery but I’m only getting 6.5-6.7ish volts from the solenoid to the starter when the key is turned to the start position. Is this an indication that my solenoid is bad even though I still hear it clicking. The starter shows no signs of life whatsoever.
 
Also, something strange I just noticed that is off from the factory wiring diagram, at my solenoid there are 4 points of connectivity, two larger ones of which one is coming from the battery to solenoid, and one is leading from solenoid to the starter which seems to spec. The two smaller connections are off though, well at least one is. One is ground and that one is fine but the other which is labeled in the diagram as a single white 16ga wire is actually a red and yellow wire and one end of the inline 20amp fuse. I’m stumped. It’s been working fine until just today but trying to chase something that’s not wired to spec is proving to be a real head scratcher.
 
What is voltage out of solenoid when unhooked from starter?
Will starter work if jumper cables are used direct to starter?
 
You guys, holy crap. Turns out the effing pinion gear on the starter got lodged under the flywheel teeth from being pretty worn out. Man, do I feel like a friggin bonehead. Just hours of diagnosing stuff that looked normal only to find that out. It of course happen directly when my friend came down to “help!” I guess you could say he did! ��
