77 35hp Evinrude lower unit

I am trying to change the impeller and the lower unit only comes down about an inch. Can anyone tell what the trick is?.....please.. Thanks in advance. Model#35753C Serial #E0003302

You need to disconnect the shift rod ------There may be a plate on the side of the exhaust housing.
