75 Merc Force leak in 3rd cylinder

I am looking to buy a pontoon boat with a '97 75 hp Merc Force. Apparently it is leaking at the seal to the 3rd cylinder at the base of the engine and drive train. This is what the seller tells me. He says it is not a gasket but instead is a silicone seal. Does this sound correct? Is this a common problem for this motor? Is it an expensive fix? The motor has less than 600 hours. It is attached to a 22 ft Starcraft.

Lot of work--the power head has to come off. The part and gaskets are cheap.
