i changed all the water gasket

i changed all the water gaskets last year and now it wont start without spraying starter fluid in the carb and i also have water comming out of the 2 exust holes under the motor just wandered ir it should come out there

Stop using starter fluid. There is no lube in it. Use pre-mix in a spray bottle. What year is your motor? Is your choke/enrichner working properly?
