Lots of them have been replaced without the special tool. Some people have punched holes in them and screwed in a couple of drywall screws to pull the seal out. Others have picked them out in pieces. A lot depends on your luck, skill and bravery. Anyway, to answer your question, the lower seal is a totally different design. IF, and I say again, IF failure of the lower seal had anything to do with failure of the upper seal, you can expect to find catastrophic bearing damage throughout the powerhead. Unless the shaft flops fore and aft, don't be worrying about it.
