"I have a question for the boat techs out there, the bellows or what I think is the bellows is supposed to have a flapper in there somewhere, all I have are two bronze braces going accross, is this right??"

The bellows are under the OD.

The bellows are under the OD. The flappers or shutters are located just aft of the exhaust rubber couplers in the engine compartment.
