74 evinrude 25hp fuel problems

I have been working on a 1974 evinrude 25hp that had been in a barn for 15 years. My current issue is with the fuel system. If I pump the fuel bulb up the motor will start and run perfectly for 1 min before the motor will sputter out. If i pump the ball up again it will start and run again. I have installed a new fuel line and connectors. My next step was purchasing a new fuel pump and install it. Am I going in the right direction?

You can normally purchase a rebuild kit, ot just the diaphragm for the pump.
