73b 65 HP Evinrude Carb soaking

I am near getting this to run.

I am near getting this to run.
Carbs are major fouled with what looks like black tar. (sitting 17 years) Is it OK to soak the housings overnight in carb cleaner? All plastic is removed. I found a gallon of carb cleaner with a basket inside.
Also new kit with inlet needle is different and includes a spring clip. Do I just not use this clip? Original does not have this clip.

Exactly how do I use this clip?
There is a groove in the needle for the clip.
Does it just prevent the needle from going too far? Does the clip attach to anything else besides the needle?

Also one last question. Is there any good reason to pop the core plugs and replace them?
The upper is much cleaner than the lower housing.
Would replacing the core plugs invite more trouble?

I just sprayed cleaner after soaking the upper.
Looks new. All passages are clean as a whistle.
Lower will sit overnight, then on to the other two once I get this back together."
