73 johnson 65 water port

The Johnson 65 horse I bought had been sitting for 2 years. Started it for the first time today and noticed that barely any water comes out the water ports.... But when I give it some throttle water comes out. Also if i let it sit at idle for a minute and go to throttle it.... it throttle up great for a few seconds then looses power it seems. Can anyone tell me what might be going on? I noticed a little bit of fuel leaking from the gasket between the carb bowl and the carb
 
Any motor that is new to you should have a new impeller installed !!-------------Only a bit of water comes out of those 2 ports at idle.-------If you were water skiing behind that motor , lots of water would pour out of those 2 ports.--Then at idle it would slow down to a mist of water coming out.
 
So I took the carb's apart after trying to decarb them with sea-foam because it still wasnt running right. And found that the bottom carb was missing the spring that holds the needle onto the float. So could I have ruined the motor from running it with that carb missing that spring?
 
The spring / clip pulls the needle down.---------------If there was no fuel in that bottom carburetor then engine damage can occur,----Compression test might be in order.
 
Also when i pulled the spark plugs out... there was fuel wetness on all the plugs... so that means that there was fuel supply to all three cylinders right?
