73 evinrude 65 hp cranking issue

Ok ive been screwing with this motor all summer . At first I thought I had electric issues but a new starter and new wiring cleaned all connections and all i get is a click .. i did have it fire a couple times but it died right away. I noticed that when i put a socket on the flywheel and a bar that it has a hard spot after i get half way around and this is the same spot my starter gives up on .. the motor was seized but i had diesel soak in the cylinders and i even removed the cylinder cover to expose the cylinders and its brand new inside. Any ideas? Would the water pump not being used in god knows how long cause a hard spot in the cranking?
 
So is it brand new where the crankshaft and precision bearings are ?----Inspected the lower unit. ----Water in the gearcase ?---Drained the oil out of the gearcase ?
 
I drained the gearcase and put new oil in with the pump till it came out the top hole. I took the head off where the sparkplugs go in and hand cranked the motor to look for any flaws in the cylinders but they are all nice and clean.
 
Might be a good idea to drop the lower unit in order to determine in which component the "hard spot" is in... the powerhead or the lower unit.

It must be one hellava "hard spot" if it stalls that electric starter. Is it just a hard spot that you can slide by if turning the flywheel by hand... OR... does it jam solid, locking the engine solid?
 
What I have read (post #1), I'd say your motor is junk. Lots of 1973 65hp motors suffered the same fate, including two that my father-in-law owned. The inner exhaust cover plate warps with the slightess hint of overheating, then water squirts in through the exhaust ports, deatroying the bearings.
