73 Evinrude 50 no coolant flow

Hi all,
I've got a pair of 73 evinrude 50hp outboards, model no 50373R. One of them has never had cooling flow as long as I've owned it. I replaced both the water pump impeller and the thermostat, didn't solve the problem. It has no coolant flow on muffs or in the water. My assumption at this point is that there is some kind of blockage in the pickup tube to the motor. I recall last time I researched this issue, it seemed some kind of rubber grommet between the powerhead and the tube sometimes swells and could be a possible cause of no coolant flow. It's also possible that my water pump is too worn out.

I suppose my two options for proceeding are to either replace my water pump entirely, as I believe that I only replaced the impeller and reused my original aluminum water pump housing. Or I could try and pull the powerhead and look for blockages. It seems starting with a whole new water pump probably makes the most sense as I know they can be finicky, but I also think that something funny might've been going on with my water tube bracket. I'll try to include a picture I took last time I pulled the lower unit. Too many variables and I'm not sure how to really start narrowing them down. Any advice appreciated.
