Good strong spark at both cylinders?

New plugs? gas?

Did it run ok last week? month? year? or just out of storage??

"Good point Graham, I had a 63-65 Elgin that did the same exact thing. I did everything, carbs, plugs wires, fuel pump, coils, and still the same. Then i noticed a bubble come out of the fuel line by the bulb, turns out a turn of that screw on the clamp, solved everything. Ran like like a swiss watch. Check the basics first, good point."
