"The bottom cylinder on my 6hp

"The bottom cylinder on my 6hp will not fire very well, so I pulled the flywheel and switched the coils , and the problem still persists. The carb has been rebuilt and to the best of my ability the points have been set to the proper gap. I have 60psi on my cylinder that is not fireing well. Cyliner will start the motor but then as I give it wot it will kind of serg in and out. Have I set the points wrong...I'm at a lose of what I should do but I am haveing lots fun playing with this outboard and been a great learning experience so far. I was thinking I may have a bad/intermittent plug wire."
