73 50 Johnson Electric shift question

Hi. This might be a dumb question, but I'll ask it anyways. I replaced the impeller on my 50, and to check it on the muffs, I just pull started it, since I didn't have a battery handy. It started in neutral, and shifted into forward OK. But, it wouldn't shift into reverse. Does this motor need a battery connected to get reverse? I checked both solinoid leads, and got the proper resistance on both, so I don't think its in the wiring or solinoids. I know that these motors are designed to run in forward if there is a shift failure, but I get neutral, just no reverse. When I ran it before I changed the impeller, it was on a battery, and all gears worked.
 
The 72 models were the last with electric shift , no electric shift in 73,-----------You need 12 volts to the green wire to get nuetral and 12 volts to green and blue together to get reverse.-------------------------When the motor is not running it should be in forward , always , always.---------It needs to turn the oil pump in order to shift.
