Getting ready to fire up while sitting on the rack, however, I can't seem to turn the prop by hand, does this mean something bad or is that expected until I have power hooked up to the controls???

When the motor is not running it will be in forward gear !----With the control in nuetral the motor shifts to nuetral after 1 turn of the flywheel.---------The motor is shifted with oil pressure.------Not running there is no oil pressure.
