71 johnson electric trans shift

have a 71 Johnson with hydro shift trans. does not shift into neutral or reverse. what could be the problems or a way to test for a repair solution? model 50es71s.

Have to ask.---Is the motor running when you try and shift it ?----It uses oil pressure to shift.----Motor must be turning to get oil pressure.

motor starts and runs fine.

Do the following test.-----Find the wires that go down to the lower unit on the motor.----Slide the rubber sleeve back and disconnect wires.------With control in neutral turn ignition to " on " , touch green to green.---Do you see a little spark , yes or no ?----Put control in reverse and touch blue to blue, do you see a little spark , yes or no ?
