71 Evinrude 9.5 problems

I have a 71 Evinrude 9.5hp that has good compression, new coils new points & condensers and plugs. I cleaned carburetor and blew out all valves after soaking in cleaner. Reset the float at 13/16 level and drop at specs. New fuel pump and gas lines. Starts easy when choked BUT when choke is pushed in it dies. Air screw has new rubber o ring and seated lightly then backed out 3/4 turn. Owner said it ran when he put it up last fall. I can't get it to run with choke off. Any help?

What happens if you pump the primer bulb?

Is the high speed jet in the carb clean ??

I did not remove it but after soaking in card cleaner I flushed it with garden hone and blow dried the whole carb and all ports

Better check it with a fine wire to make sure it's open.
