have a 1971 85hp v4 with hydroelectric shift that will run fine at bout 5mph or so.thought was not getting enough fuel. replace fuel pump and still same issue. every time you the throttle get to 1/4 it dies. will start right up and go 5mph again,1/4 throttle dead.its just like you would turn off the key..any thoughts much appreciated..thx in advance

Check for sticky timer plate. If carburetor throttle plates open wide before timer moves to full advance, it will conk out.

The brass high speed jets are located horizontally in the bottom center portion of the carburetor float chambers... in back of the drain screws, one for each cylinder, two to a carburetor, (4 total).

Along with the sticking timer base as gator states above, clogged high speed jets are a common problem & cause of what you speak. If needed, clean carefully with a piece of single strand steel wire.

wanted to mention carbs have been rebuilt a month ago. iam a novice and could use your knowledge. where is the time plate located and what do you use to clean timer plate ,, thank you

Timer plate is the part under the flywheel that rotates when you advance/retard the throttle. Ideally, it needs to be removed for cleaning and re-lube.
