70hp nissan not peeing

I have an 88 nissan 70hp outboard that I put a new impeller in and it is pumping water, but the water it coming out of the pee hole. There is a hole at the bottom, just above the lower unit on the front of the motor. When I plug the hole with my finger, then the water starts coming out of the pee hole. I was told there should be a flush out plug that goes there to flush out the motor. I can't find any where that talks about this plug. Does anyone know about this plug or what to do a out this hole.

That's the water going down to the hub of the prop. Normal.
