70hp johnson won't start without emptying float in top carby

Hi all
Up until now, my 70 hp Johnson has been running well, recently while I was out fishing I could not restart it again and was stranded. After getting towed in I pulled apart the carbs, adjusted floats to discover that, I can only start it when I empty the top carby float ? When it starts after emptying the float it runs normal for as long as I want. When I stop the engine, there is no way it will start again unless the float is emptied..
Any suggestions would be greatly appreciated..

With the carburetor inverted the float should be parralel with carburetor body.---------------Remove seat on the top carburetor and blow it out ( debris may be holding it open ) and flooding the lower cylinders..------------------------Test compression and test for strong spark on all cylinders.-----Always good to post the MODEL # of the motor.

Have checked compression, spark and all float adjustments, all is good.
I did check all the seats, and seemed fine, closing and opening correctly.
This seems to be coming from the top carby only,
There is no gas leaking anywhere, and when it does get going it runs really well.
Just won't start without the top float being drained..
