70hp Evinrude starts and runs great for 20-30 mins then dies

So I made the jump and bought a 1992 Northwoods with a 70hp Evinrude on it. It will start right up and idle great but after about 20-30 dies and will not start again for some time. I have already replaced the water pump and although it seems to just be barely a piddle coming out. Now my local shop says they dont know what it is but think that putting in 3 carb kits to the tune of $800-$900 should do the trick?? Only outboard repair with in 75 miles. Just looking for thoughts??

How old is the gas?
Last time ran on the water?
When it dies,does it have spark?
Is that 20-30 min @what RPM?
Is the motor overheated when it dies?
Whats the compression?

Fact-----These carburetors are simple.----Even a novice can inspect / repair them.----Post model # of the motor.----Post the compression numbers.
