70hp evinrude not performing under load

I recently purchased a boat with a 70 Evinrude on it, a 1991 sea nymph gls 195. It started and ran fine in yard. I put fuel in tank ( tank was empty), stabilizer, and oil ( oiler is disconnected).
I put it in water and it turned over twice then nothing.
Pulled it out and brought it to a marine mechanic who fixed a few electrical issues and it ran fine once again.
Put it back in water and now it wont go past 2500 rpm. When I give it fuel past 2500 it spudders like it wants to go put keeps going back to 2500.
In my yard I can get it to go to 4000 rpm no problem in neutral.
Pulled the plugs after running in yard and all seem somewhat wet but not one more than another. Also, middle cylinder has vapor coming out.

Any ideas?
 
Are you overheating? Have you done a compression and spark test? Does your motor have a Vro pump or converted to a pre-mix pump.
 
Never run any two stroke past high idle speed without a load on the prop that test is useless. Give us the compression numbers and take it from there!
 
I am not overheating. I have not done a spark or a compression test. The motor is a vro, but the oiler is disconnected and I have to premix.
I guess im going to have to locate my compression tester. Its old and I have never used it on outboards, only car engines. is there special test equipment for outboards? I.E. spark and compression test?
 
You can check your lawnmower for compression to see if its working properly and you can make a spark gap tester with a screwdriver just stick it in a plug wire and hold the shank about 7/16 inch from a good ground.
 
Did the ole fashioned hold the plug against the cylinder test, good spark on all 3. compression great on all 3. did notice the red lever for manual prime was off a tick and lever is cracked, not sure if that contributes.
 
Is the harness from the vro pump still connected. Holding the plug against ground is not a proper spark test. What is great compression?
