70A problem

I have a Nissan 70a that fires up and initially runs great from bottom to top. Then after shutting off the engine it will fire right back up, but when I go to engage into drive it has a major hesitation and will often die. Working the engagement back and forth for a period of time will typically get the engine to fire up and run.

So I pulled the carbs and soaked myself. Same problem. Took to a boat shop and had them clean the carbs. Same problem.

Where do I go from here?

Verify and diagnose all 3 major systems: fuel, electrical, mechanical, to diagnose the motor. Could still be a too-lean idle, idle speed too low, a poor ground, or a host of items. Check link and sync of course.
