70 hp johnson falls on its face

I have a 70 h/p johnson that starts and runs good at idle, put ears on it runs fine when you drop it in gear . But when you put it in water via barrel or in the lake start it up it idles fine but drop it in gear it stalls out raise the motor up till its about to come out of the water you can put it in gear and run it drop the motor down some more still stays running but only runs between 2000-4000 rpms that it . Any ideas?

All motors that " run " will sound good on a hose in the driveway as there is no load.----------------Start with the basics.---------Compression test and check that you have spark that will jump a gap of 7/16" on all cylinders.-----------If that is good then look at fuel issues.
