70 hp Evinrude fuel pump

I need some help with this fuel pump, I just got the boat today and I know the fuel pump is not pumping, I replaced one of the diaphrams and still nothing, I'm not sure of the line coming off the intake, I think the pressure from it causes the pump to work but Im not sure, any help would be great, oh it's a 1989

Is it a VRO pump or a replacement older style pump.---------------------Have you done a compression test on the motor ??-----------When you crank the motor over are there healthy pulses (they operate the pump ) coming from the crankcase hose??--------------Do you know the history on this motor or did you buy a " fixer upper " ???
 
I bought from my dad and he bought it when it was two yrs old, the oil injection was removed and Im not sure if the pump was changed. He hasn't used the boat in two yrs and last month he tried to take it out and it wouldn't run. Today I cleaned the carbs and replaced a diaphragm in the pump but it still won't pump fuel, the motor runs fine as long as I get the ball pumped up.The hose coming from the intake has a pulse but how strong should it be
 
I just talked with my dad, he said my brother worked on the motor and thinks he took the pump apart and cleaned it, now Im not sure if it's put back together right and if the lines are in the right place, the line from the intake is on the bottom front side away from the motor, the fuel in line is in the center bottom and the return line is on the rear bottom and the fuel out is on the top center, if any of that will help
 
I'll take some pis tomorrow and post them, does anyone have a diagram of the replacement sierra pump, it's looking like that is what I have or another 89 70hp to verify the line placement
