7.5 2 cycle leaking black liquid from housing

I have a 1983 7.5 hp Evinrude outboard which leaks a black oily liquid from housing above lower housing after used on water. It does not originate from lower housing, gear oil is clean. I would think that it is a combustion residue (oil and gas) evacuated from the exhaust system. What would be the cause and can it be cured, can somebody help me with this irritant. Otherwise this engine runs great.

Very normal leakage for a 2 stroke engine.--------Is the thermostat in place and working properly ??

Well then if it is normal I shouldn't worry about it, that's probably why they're considered dirty engines, thanks!

On the same engine, kill switch doesn't do it's job, when pressed, ground is transmitted to the electronic ignition module but engine wont die, I figure the module is defective, do you agree with me?
