"I was told that the 6, 9.9, and 15hp o/b's are the same motor, but different carb's. I purchased a 15hp carb, installed it in know time. But when I tested it, I did not have the extra power. Do I need to adjust something, or am I out $$for a new carb that I did not need?

You're out the money. If a

You're out the money. If all a engine needed was a different carburetor to make 10 more hp who would spend the extra money for the larger motors?
It may have the same block but the porting is not the same.
