6HP Evinrude Fisherman running problem

On the river the other day th

On the river the other day the engine was fine until the fuel line came off. reconnecting the fuel line the engine was difficult to start and when it did the engine ran for a few seconds than died out.
I pulled the fuel line and squeezed the bulb and nothing came out at first even though the bulb was hard to squeeze. eventually petrol came out as if under pressure.
Does this sound as if I have blockage trouble with the bulb or is that how it should be?

"Vulcan... The valve in the bulb has come apart, reversed itself, then got drawn back into the valve body. Remove the valve and put it back together so that fuel flows in the proper direction.
