69 johnson 9.5 factory float adjustment

I have a 69 johnson 9.5. I am trying to find the factory float setting for the carb. In the past on another forum, I found a setting at 11/16ths or something like that. Also the fuel bulb will not pump up hard, is this normal?
 
Bulb must go hard !----Just hold carburetor upside down and float should be level.---At least I never measure anything on them !

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
 
Did you put finger pressure on the float? When adjusting the float only use the weight of the float to check it. Pull the float and bend the arm to adjust it. Then check it again. If you pushed on the float to adjust it you may have damaged the needle just get a new needle, seat nd nylon washer and the adjust it properly.
