67 Johnson 20 hp Shifter

I recently purchase a boat with a 67 20 hp Johnson motor. Someone previously rebuilt it with some parts from a 65 Johnson. I tank tested the motor over the weekend and it ran fine. The one glitch I noticed is when shifting, for neutral gear the lever is fully rearward, Reverse gear is in the middle and forward is fully forward. Unless I'm missing something this seems amiss since neutral on every other outboard Iv'e had is in the middle position. Also the safety function for the throttle seems off. I can use full throttle in neutral, reverse the throttle is locked at idle and forward is as it should be full throttle. If this is indeed screwed up what is the fix? Im guessing it must be in the top end linkage since there isn't much you could assemble backwards in the lower unit.
