66 9.5 won't run, fuel tank

I have a 1966 Johnson 9.5, Model MQ12A. Last summer was the first time it's was run in several years. It wouldn't run slow or idle. I rebuilt the carb and didn't really help. I replaced the points, (had the motor for 30 years and never was done) thinking it would help. When it is running, I have to play with the choke, so I'm thinking it's not getting enough fuel.

So so now my next thing I was going to do was replace the fuel bulb. My question is what it the best location for this. I read on another forum that this should be mounted vertical. That the arrow not only means fuel flow, but also up. My tank is about 6 ft from the motor.

I did did notice that when I turn the throttle, it's about at the start position before the throttle opens, is there an adjustment on the cam below the ignition components? This has never been taken a part during my ownership, so I don't know how it would be out of adjustment.

One ladt thing, the online manual, is it worth the $30?

The arrow on the primer bulb is for direction flow of fuel not up. I place mine about a foot or so from gas tank or just replace it in the same location in the original fuel line.
 
It is supposed to work in any position, however some of them do not work well unless held with the arrow pointing up (so gravity helps close the check valves)
 
Check all the fuel lines for any air leaks, and you may also want to check the fuel pump for proper function.

I have the exact same motor (and year). It's been bullet proof for me.
