'66 80hp Shifting

I have my engine apart. Is there a way to test to see if it's shifting correctly as I have pictured or does the engine need to be running?

Test ohms on those 2 electromagnets.--Apply 12 volts to each one and see if it shifts.----No need for engine to be running.
