60 hp starter and trim not actuating

Lowered engine with throttle trim Then tried to start nothing happened Tried to raise trim with both engine switch and throttle

did not move either direction heard some clicking. Voltage at engine was 12.5 Pulled batterry and charged

Same results 13v at engine

also cleaned trim relay contacts
 
If both the starter and the trim quit at the same time it's got to be a wire that feeds both or a large ground. I would start by checking for voltage at the starter relay with a test light (careful if using a volt meter, it may indicate voltage but a poor connection may not provide enough current to do the job) and if its there then jump across the solenoid terminals and see if the starter works. Also see if you can make out where the clicking noise is coming from that could help. Something as simple as a poor battery cable connector connection could do it. The trim is a hair more complicated to check but basics are the same as the starter, does the motor get both power and ground when the switch is pushed.
