i have an 95 model 60 hp mercu

i have an 95 model 60 hp mercury outboard motor i normally could reach 15 mph at wot but now it max's at about 8 mph any ideas what could be wrong thanks

"i have a 2002 (60 hp) mercury with no start. I was fogging engine (running) when the starter began to engage. I immediately stopped engine by disconect batt. I then tryed to restart but to no avail. I had no pwr to engine at all, no tilt no anything. I found a 20 amp fuse that had blown and}}} found out later that the blk wire inside throttle box had burnt thru and was shorting out. I have since fixed the wire problem inside throttle box. The engine will turn over but still will not start. I have checked other possible areas for problems but have not found ny other wires that have been effected. Anybody have any suggestions what to look for, to isolate the problem.}}}"
