Please bear in mined you're dealing with a mechanically "declined" fisherman.

I have a 96 merc that tilts up fine but "gurgles" and hesitates going down. sometimes have to tilt up higher then down again to start the downward direction.

Fluid level looks good.

It sounds like the pump is dry. This can happen if there is a leak, a bad check valve, a bad o-ring, etc.
