60 hp Merc running rough

I have a 2007 60 hp 4-stroke. Ran fine in my driveway for 4-5 minutes a few days ago. Put in the lake today and ok at first, then wouldn’t idle and sputtered. I limped to the dock under full throttle but was barely moving. Started every time but ran 30 seconds to a few minutes before sputtering and stalling. Someone mentioned spark plugs could be gummed up. Another person mentioned full pump. Trying to figure out how to post a video.

Are the bubbles from below the surface normal? I don’t recall that in past years.
